Under general supervision, performs specialized duties developing, modifying, and maintaining digitized maps, drawings, plans, and related materials in support of Public Works’ Geographic Information Systems (GIS). Creates, edits, and maintains GIS and related computer record files regarding utilities, land use, and general infrastructure and inspection services. Provides GIS software technical training and guidance to staff and users. Provides administrative and technical support for the County’s utility operations, including reviewing private development projects, roadways, stormwater, drainage, flood control, and other Public Works projects. Assists in planning, designing, and preparing plans and reports for utility, stormwater, roadway, and drainage projects utilizing Geographical Information Systems (GIS).

Illustrative Examples of Work

  • Performs subdivision plat and site plan reviews regarding compliance with County utility standards and regulations; reviews preliminary and final construction plans for utility projects and sanitary sewer projects.
  • Performs various mapping assignments using GIS and ongoing maintenance, editing, and data support for Public Works GIS software.Trains and provides guidance to staff and users within Public Works regarding GIS software capabilities and mapping standards.
  • Communicates with citizens, property owners, developers, and contractors and gathers pertinent information, prepares written reports, analyzes and interprets applicable codes, determines appropriate enforcement action, and pursues legal remedies.
  • Prepares connection permits, extension agreements, and calculates associated fees for sanitary sewer connection and/or extension in accordance with County policies.
  • Prepares GIS stormwater surface mapping to appropriately analyze, prepare, and calculate assessments for storm water fees, delinquent sewer fees, and other fees as necessary.
  • Prepares special reports as they apply to subdivisions, stormwater, and water and sewer projects.
  • Assists and supports Public Works’ permitting and licensing software, including editing, ongoing maintenance, and end user training and setup; performs quality assurance audits on GIS data to ensure accuracy and completeness.
  • Performs related duties as assigned.

Required Knowledge, Skills and Abilities

  1. Considerable knowledge and skill of GIS mapping software, data management, and analysis of GIS data.
  2. Knowledge of the operation and maintenance of public utilities and related systems including drainage, storm water, sanitary sewer, and water systems.
  3. Knowledge of basic civil engineering theories related to design and construction projects including land economics, engineering survey, hydrology, geometrics, real estate, and land use.
  4. Knowledge of practices associated with property development work.
  5. Knowledge of survey methods and procedures.
  6. Ability to operate survey equipment and conduct field exercises utilizing GPS equipement to pinpoint coordinates and measurements for various sites and structures.
  7. Skill in using a computer for correspondence, calculations, graphic presentation, and internet applications.
  8. Skill in the use of GIS software such as ArcGIS or similar tools.
  9. Ability to read and accurately interpret legal descriptions, aerial photographs, survey maps, and engineered plans.
  10. Ability to effectively and efficiently apply the techniques of GIS principles and practices.
  11. Ability to analyze spatial data, identify patterns, trends, and relationships within datasets, and solve problems related to mapping and GIS applications.
  12. Ability to prepare and maintain accurate records.
  13. Ability to interpret field survey information, complete drafting, and compile written reports.
  14. Ability to make accurate mathematical/engineering calculations. Ability to communicate effectively both verbally and in writing.
  15. Ability to establish and maintain effective working relationship with other County employees, representatives of other agencies and the general public.

Training and Experience
Associates degree in Geographical Information Systems, Cartography, Geography, Planning or related field, and
Three years of experience in planning, cartography or related field, including experience with computer assisted land mapping systems, or
Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.

Special Requirements:
A drug screen is required prior to final offer of employment.
A criminal background check is required.
A valid State of Iowa driver’s license is required.
