GIS: Catalyst for eGovernment Development
If there is one single Web-enabled function that defines the leading edge of egovernment implementation, it is the presence of online GIS applications. The paper was authored by Charles Kaylor of the PSI Group and Mike Freeman of HDR's Management Consulting, in conjunction with the International City/County Management Assocition's Technology Management Institute and GIS Program.
National States Geographic Information Council (NSGIC)
NSGIC is an organization committed to efficient and effective government through the prudent adoption of geospatial information technologies. NSGIC provides a unified voice on geographic information and technology issues, advocates State interests, and supports its membership in their statewide initiatives. National Spatial Data Infrastructure (NSDI)
Consistent means to share geographic data among all users could produce significant savings for data collection and use and enhance decision making. Executive Order 12906 calls for the establishment of the National Spatial Data Infrastructure defined as the technologies, policies, and people necessary to promote sharing of geospatial data throughout all levels of government, the private and non-profit sectors, and the academic community.

Goals
Promote the use of geographic information technology among public and private organizations and individuals for planning, decision-making and problem-solving processes.
Promote education and training in GIS and related technologies within all levels of education.
Adopt, communicate and promote standards for use by the GIS community to facilitate data collection and promote data sharing.
Promote partnerships for the purpose of data development and data sharing.
Provide a mechanism through which the interests and concerns of Iowa's GIS community can be directed to appropriate policy makers.
Provide operating policies and procedures for management of the Council.
