Here are some links to the FY 2005 Dept. of Homeland Security grant program for state agencies. The HSGP applications deadline is January 16 (it was only announced December 2).

It should be noted that the 2005 solicitation guidelines include "geospatial guidance" (pages 41, 63, 64, 75, 77, 97, and Appendix I) for the first time in 2005.
