Draft Objective 15

I just want to reiterate what Joe Eckmann suggested at the last IGIC Board meeting, whereby IGIC would revise its current governing structure. Instead of one single IGIC Board, the current IGIC Board would be converted to more of a Technical Advisory Committee while a new Governing Board would be formed and populated with appointed people who have the power to appropriate and legislate.
