Strategic Planning Committee Minutes

11 June 1999

Present: Barb Berquam, Steve Williams, Kevin Kane, Ann Peton, Steve Gast, David Haines, Bill Schuman, Stu Turner, Michelle Lantermans, Dave Arringdale, Todd Bishop, Jeff Corns, Tim Johnson, Ray Willis

Kevin and Ann distributed agenda, committee listing, minutes from last meeting, the parsed EO/bylaw document, and summary of developers workshop.

 

Development workshop

After a review of the agenda, we proceeded with a discussion on the development workshop.

  • Steve discussed the evolution of the workshop from a member responsibility explanation and instruction to a council structure reorganization.
  • Bill discussed the organizational structure of the IGIC (past, current, future). This reorganization will provide more structure to the membership (who, how long) and enable more people to be involved. He also displayed the proposed new brochure for the IGIC, which will be included in the conference materials. Bill will be heading the team that will evaluate and implement the restructure.
  • Kevin discussed the relevance of this topic to the strategic plan: efficient interaction is important to the continuity of the IGIC. He then opened the floor for discussion.

Steve Gast had a question regarding Todd’s email that expressed concern regarding revamping the structure when the forming of the executive committee has not had a chance to affect any changes. It was decided that Bill will develop a task group to evaluate the changes and report back to the group as a whole on the July 13th meeting. Dave Arringdale commented that often times as the strategic plan is developed the structure should be put on hold until the goals are defined and then wrap the structure around the plan. Todd will resend his email to the other members. The decision was to include the reorganization in the strategic plan, but focus should be on the committees where the work will actually be accomplished.

 

Resource list

Kevin asked for any additions to the list. This is still not the final list. Ann wanted to add marketing tools: articles from newsletters and magazines (ISAC, GIS World), brochure. Other changes were also recommended to create this list.

 

Parsed EO and Mission Statement

Ann introduced the document and explained that there was no interpretation save for the "Strategic Areas" where she grouped the goals from the EO and bylaws into the 4-5 that Dave recommended at the last meeting. Bill and David will work out a hybrid mission statement by the end of this meeting.

Vision statement: Promote efficient geographic information activities in Iowa advocating coordination, education, and data development and stewardship.

We are going to use Dave’s definition of goals: establish a broad focus then drill down to objectives and strategy.

After much discussion of goal structure we arrived at these three working goals: coordination, data development and stewardship, education. This prompted a brainstorming session that resulted in the following table.

White paper team

David and Bill will draft mission statement and Ann, Stu, David and Ray will draft goals (white paper team).

 

Input methods

Utilize the listserve to distribute the white paper when developed. (The listserve also needs to be updated to reflect current addresses). Also on web page. Ann will also distribute through organizations (ISAC, County engineers, surveyors).

 

Constituency Input

This team must be created to develop a survey for the conference. Form will be developed after the July 13th meeting. The white paper team will also develop this form as well. Deadline: Before July 13

Post IGIC meeting on July 13th . Following meeting on August 17th 10-2.
